Operating Requirements and Participation Rules Version 7.1
The Australian Registrars’ National Electronic Conveyancing Council (ARNECC) has
published Version 7.1 of the Model Operating Requirements (MORs).
NSW Operating Requirements Version 7.1 (adopting the Model version) will take
effect on and from 9 May 2025.
Key changes
Key changes between Version 6 and Version 7 of the Model Operating
Requirements include, but are not limited to:
- new requirements for an ELNO to become a member of, and comply with, the eConveyancing Payments Industry Code
- new Interoperability fees framework, in line with NSW Independent Pricing and Regulatory Tribunal recommendations from 2023
- new National Electronic Conveyancing Data Standard (NECDS) version handling requirements, in preparation for Interoperability
- extension of the ELNO Service Fees Consumer Price Index cap.
(Note that the above changes have no effect for Subscribers to an ELNO)
Guidance Notes
ARNECC will review and publish updated Guidance Notes on the ARNECC website
to reflect the new changes and assist Electronic Lodgment Network Operators to
understand their obligations.
