Interoperability Governance

The national interoperability reform is supported by a governance regime led by the Australian Registrars’ National Electronic Conveyancing Council (ARNECC).  More information is available on the ARNECC website.

ARNECC convenes working groups, project groups, and committees as needed to address specific aspects of the reform, including:

  • Ministerial Forums: Ministerial Forums bring together the relevant Ministers and their representatives to monitor progress of the national interoperability reform. Ministers and their representatives endorse a ministerial statement setting out the outcomes of the forum. All ministerial statements are available on the ARNECC website.
  • Interoperability Industry Panel: The Industry Panel is a consultative body developed to achieve implementation of a national interoperability regime. It comprises Registrars from each jurisdiction, along with peak industry bodies, and regulatory bodies and meets quarterly. Please see the Industry Panel Terms of Reference for more information.
  • Interoperability Design Committee: The Interoperability Design Committee is responsible for designing technical solutions to deliver interoperability between Electronic Lodgment Network Operators (ELNOs). The Committee comprises technical experts and representatives from each ELNO and is chaired by an ARNECC representative.
  • Interoperability Stakeholder Committee: The Interoperability Stakeholder Committee meets monthly and is responsible for ensuring that relevant stakeholders are consulted and involved in the design and implementation of interoperability. This Committee is comprised of representatives from each ELNO, technical experts and industry representatives, with a particular focus on the impacts on parties who need to integrate technically with interoperable workspaces. As the reform progresses, this Committee will consult more broadly with impacted stakeholders.
